Roberts heads up Glastir review panel

THE independent review panel being set up by Welsh Assembly Rural Affairs Minister, Elin Jones, to investigate the lack-lustre farmer response to the flagship Glastir land management support scheme is to be headed by Rees Roberts, the recently retired chairman of Hybu Cig Cymru.

In November, the Minister announced she would be commissioning a review of the practicalities of on-farm implementation of Glastir’s current prescriptions.

On Tuesday, she announced the panel’s make-up and terms of reference. It has been asked to report by the end of February.

“I am very pleased to have Rees Roberts chairing this important review and have asked his group to look at the application process and current prescriptions to see whether there is scope for changes to make the process and prescriptions more practical and flexible for farmers.

“I must stress that this is not a review of the principles and stated outcomes of the Glastir scheme itself. I remain committed to this shift in approach to land management schemes in Wales from 2012.”

Mr Roberts said he was looking forward to working with the review group and fully realised the importance of the scheme to the farming industry.

“I am also aware of many of the industry’s concerns and the review group will look in detail at them and make recommendations to the Minister with a view to making the scheme more attractive to a broader cross-section of the industry.”

The review group which will report directly to the Minister, not officials, will comprise:

Rees Roberts, a livestock producer; Arfon Williams, Wales Environmental Link; Aled Rees, representing the dairy sector; Keri Davies, the organic sector; Penri James, an independent academic; Bernard Llewellyn, NFU; Dafydd Jarrett, NFU; Richard Vaughan, FUW; Rhian Nowell-Phillips, FUW; Marc Jones, YFC; and Sue Evans, CLA.
