RPA and Defra must improve on Single Payments - Kendall
THE NFU is to write to Defra and the RPA expressing its concerns at the rate of 2009 Single Payments.
While the RPA made a good start to payments in December, payments have slowed significantly in recent weeks with 16,000 farmers still waiting to be paid.
Among those still waiting payment are around 3,000 upland farmers as a result of changes to the Moorland Line made in 2004, while farmers who had remote sensing checks or previous problems with payments are still waiting for their money.
Addressing NFU Council in Stoneleigh today (Tuesday, January 26) NFU president Peter Kendall said he was concerned the RPA was no longer prioritising those payments.
He said the NFU would write to the RPA and Defra to urge it to resolve the outstanding payments as a matter of urgency.

As a result of a minor clerical error we have been forced into the appeal route. 90 days have elapsed for their determination of this matter on 3 January. The only response from RPA is that there are many such cases and all will be determined together but no idea given as to the time likely. RPA is in breach of its time allowed and should be making interest payments or some reason for the delay. I am a crossborder client and the Welsh Assembly dealt with this error in 48 hours!
